Ludhiana, February 20 Channel88News (Buero): Exercising his powers under section 144 of CrPC and keeping in view the present situation, the Commissioner of Police Ludhiana, Mr Rakesh Kumar Agrawal has imposed a ban on the gathering of five or more persons and holding protests/dharnas in all areas falling under the jurisdiction of Police Commissionerate Ludhiana. He informed that PUDA ground opposite Vardhman Mill in Sector 39 A, Chandigarh Road, Ludhiana has already been earmarked as site for holding any kind of protest/dharna. He clarified that without permission, there would be a complete ban on holding any protest/dharna at this site as well. Besides, there would be a complete ban on carrying any weapons or inflammable liquid material.
He has also banned carrying of arms and ammunition in all marriage palaces falling under the jurisdiction of Police Commissionerate Ludhiana for a period of next two months. He said that it has come to his notice that some people openly carry arms and ammunitions during weddings/functions in marriage palaces and sometimes in case of any altercation or under the influence of drugs/liquor, these weapons are used. He said that such instances endanger the lives of common man. He said that in case any person enters the marriage palace with arms and ammunition, then the marriage palace owner would be himself fully responsible for informing the concerned police station immediately. He said that in case any person used his arms and ammunition in the marriage palace, then legal proceedings would be initiated against the person using the weapon as well as the marriage palace owner.
The Commissioner of Police has also directed the beer bar owners to take a valid identity proof (ID card, Aadhaar Card, Driving license etc) of all people entering their bars. He said that a photocopy of their ID proofs should be kept as record and a register regarding this should be maintained. CCTV camera should also be installed inside the Beer Bars and the sale of hookah should be banned. If the owner/manager/care taker of the beer bar fails to follow these directions then strict legal action would be initiated against them.
He has also banned the use of drone camera during protests, rallies, religious functions, marriage functions etc. He said that the use of drone camera can be done only with prior permission from the authorities as per rules.
Commissioner of Police has also ordered that at least one security personnel should be deputed at each ATM from 8 pm to 6 am in all areas falling under Police Commissionerate Ludhiana. He has banned that ATMs without security personnel would not be opened in this time period. He stated that some criminal elements have tried to break ATMs in towns, villages and cities, which leads to panic in the minds of public.
He said that different examinations such as board examinations, secondary examinations, senior secondary examinations, IIT, JEE, CPMT and others, take place, for which the students prepare throughout the year. He said that sometimes, it has been observed, that some people use loud speakers on high volume, which creates problems for students in their studies. Besides, the patients admitted in hospitals also face problems due to high pitched music. So keeping in mind the future of students and health of patients, the use of loudspeakers in marriage palaces, religious places, protests, processions, religious functions etc is banned as per Noise Pollution (Regulation and Control Rules 2002). All areas within 100m radius of hospitals, schools, Hon’ble courts are declared as silence zones.
All these ban orders would remain in force for the next two months time.
